A Study on Joining Private Health Insurance of the Socially Vulnerable and Medical Service Utilization of Private Insurance Members

Abstract
This paper is mainly on the vulnerable class of the society, private health insurance coverage, and the relationship between the medical insurance coverage and the increase in use of medical treatment. According to the result of this paper, it appears to be that the socially-vulnerable class, such as the aged, the low-educated, the low-income, and those with no medical insurance, has difficulty in having private health insurance. In addition to that, they tend to have more treatments and be hospitalized more with the coverage of private health insurance.
To see if the increase of health treatments is the cause of having private health insurance and to control the adverse selection, both new members and non-members of the insurance in 2009 and non-members of the insurance in 2008 were analyzed. The analysis shows that the new members of the insurance tend to have more medical treatments than those of non-members, and the non-members have lower income and worse health condition than the new-members. Therefore, it was clear that the income is the key factor of private health insurance coverage.
